Ingredients:
Beef, wheat flour, water, onion, rapeseed oil, salt, spices.

Preparation:

1. Bring water with salt and 1 bay leaf to a boil in a pot (2 teaspoons of salt per 1 L of water).
2. Add frozen pelmeni and stir initially.
3. Cook for 6-7 minutes over medium heat.
4. Serve with butter, vinegar, black pepper, sweet paprika, and a splash of hot pelmeni water.
